وجهت جمهورية مصر العربية ممثلة في السيد الدكتور بدر عبد العاطي وزير الخارجية والهجرة وشئون المصريين بالخارج، اليوم 9 سبتمبر 2025 خطاباً إلى رئيس مجلس الأمن التابع للأمم المتحدة إثر التطورات الأخيرة في النيل الأزرق وتنظيم إثيوبيا لفعالية للإعلان عن انتهاء وتشغيل سدها المخالف للقانون الدولي.
أوضح السيد وزير الخارجية أنه رغم كل المساعي الواهية لمنح السد الإثيوبي غطاءً زائفاً من القبول والشرعية، إلا أن السد يظل إجراءً أحادياً مخالفاً للقانون والأعراف الدولية ولا ينتج عنه أية تبعات من شأنها التأثيرعلى النظام القانوني الحاكم لحوض النيل الشرقي طبقاً للقانون الدولي، فضلاً عما تمثله التصرفات الإثيوبية الأخيرة من خرق جديدٍ يضاف إلى قائمة طويلة من الانتهاكات الإثيوبية للقانون الدولي، بما في ذلك البيان الرئاسي لمجلس الأمن الصادر في 15 سبتمبر 2021، منوهاً بأن مصر لديها موقف ثابت في رفض كافة الإجراءات الأحادية الإثيوبية في نهر النيل وعدم الاعتداد بها أو القبول بتبعاتها على المصالح الوجودية لشعوب دولتي المصب مصر والسودان.
أشار الخطاب المصري إلى مجلس الأمن أنه منذ البدء الأحادي لمشروع السد الإثيوبي وعلى مدار السنوات الماضية، مارست القاهرة أقصي درجات ضبط النفس واختارت اللجوء للدبلوماسية والمنظمات الدولية بما فيها الأمم المتحدة، ليس نتيجة لعدم قدرة عن الدفاع عن مصالحنا الوجودية، وإنما انطلاقاً من اقتناع مصر الراسخ بأهمية تعزيز التعاون وتحقيق المصلحة المشتركة بين شعوب دول حوض النيل وفقاً للقانون الدولي، بما يحقق المصالح التنموية ويراعي شواغل دول المصب. في المقابل، تبنت أديس بابا مواقفاً متعنتةً وسعت للتسويف في المفاوضات وفرض الأمر الواقع، مدفوعة في ذلك بأجندة سياسية – وليست احتياجات تنموية – لحشد الداخل الإثيوبي ضد عدو وهمي متذرعة بدعاوي زائفة حول السيادة على نهر النيل الذي يمثل ملكية مشتركة لدوله المتشاطئة.
شددت مصر على أن أية تصورات مغلوطة بأن القاهرة قد تغض الطرف عن مصالحها الوجودية في نهر النيل هي محض أوهام، وأن مصر متمسكة بإعمال القانون الدولي في نهر النيل، ولن تسمح للمساعي الاثيوبية للهيمنة على إدارة الموارد المائية بصورة أحادية، وتحتفظ بحقها في اتخاذ كافة التدابير المكفولة بموجب القانون الدولي وميثاق الأمم المتحدة للدفاع عن المصالح الوجودية لشعبها.
