على هامش مشاركة الجهاز المصري للملكية الفكرية في اجتماعات مجموعة BRICS المعنية بالملكية الفكرية، المنعقدة بالعاصمة الهندية نيودلهي، ألقى الأستاذ الدكتور هشام عزمي، رئيس الجهاز المصري للملكية الفكرية، محاضرة بعنوان « الملكية الفكرية والثقافة: من حماية التراث إلى ابتكار المستقبل»وذلك ضمن الجلسة المفتوحة والبرنامج الثقافي لاجتماع رؤساء مكاتب الملكية الفكرية لدول مجموعة البريكس.
وتناولت المحاضرة رؤية مصر للعلاقة المتكاملة بين الملكية الفكرية والثقافة، انطلاقًا من أن الملكية الفكرية تمثل جسرًا يصل بين ما ورثته مصر من تراث ثقافي وحضاري، وما تنتجه من إبداع، وما يمكن أن تطوره من ابتكارات مستقبلية.
واستعرض الدكتور عزمي أهمية الانتقال من مجرد الحفاظ على التراث الثقافي إلى توثيقه ورقمنته وإتاحة الوصول إليه وإعادة استخدامه بصورة مسؤولة، مع الحفاظ على الحقوق ونسب المصنفات إلى أصحابها وسلامة المحتوى وأصالته ومصدره.
كما سلط الضوء على الدور الذي يمكن أن تؤديه حقوق الملكية الفكرية في تحويل عناصر الثقافة والهوية إلى أصول اقتصادية وإبداعية، من خلال توظيف حقوق المؤلف والعلامات التجارية والتصميمات والمؤشرات الجغرافية وغيرها من أدوات الملكية الفكرية، بما يفتح فرصًا جديدة للأسواق والاستثمار ويدعم المجتمعات المحلية.
وتناولت المحاضرة كذلك الاقتصاد الإبداعي المصري، موضحة أن الصناعات السينمائية والموسيقية والنشر والأدب والإنتاج السمعي والبصري وغيرها، تقوم في جوهرها على أصول الملكية الفكرية، وأن حماية هذه الأصول وإدارتها وترخيصها وتسويقها تمثل مسارًا لتحويل الإبداع إلى قيمة اقتصادية وفرص عمل وصادرات وأسواق عالمية.
كما ناقش الدكتور عزمي العلاقة الناشئة بين الملكية الفكرية والثقافة والذكاء الاصطناعي، وما تتيحه التقنيات الحديثة من فرص لتوثيق ورقمنة التراث، وترجمة ونشر المحتوى الثقافي العربي، وإنشاء المتاحف والتجارب الافتراضية، إلى جانب ما تثيره من تحديات تتعلق باستخدام المحتوى الثقافي في تدريب أنظمة الذكاء الاصطناعي، ونسب الأعمال إلى أصحابها، والأصالة، والاستغلال غير المصرح به.
واختتم رئيس الجهاز رسالته بالتأكيد على أن ربط الملكية الفكرية بالثقافة يعني بالنسبة لمصر ربط الماضي بالمستقبل؛ من خلال حماية ما ورثناه، وتمكين ما نبدعه، وضمان أن تعمل التكنولوجيا الحديثة لخدمة الثقافة، لا أن تتحول الثقافة إلى مجرد مورد للتكنولوجيا.
وتأتي هذه المحاضرة في إطار حرص الجهاز المصري للملكية الفكرية على طرح التجربة والرؤية المصرية في هذا المحفل الدولي المهم ، وتوسيع نطاق النقاش حول الدور المتطور للملكية الفكرية في حماية التراث ودعم الصناعات الثقافية والإبداعية وتعظيم القيمة الاقتصادية لها.
