شاركت المستشارة أمل عمار رئيسة المجلس القومي للمرأة ، صباح اليوم، في الجلسة الافتتاحية لندوة «جرائم الثأر في صعيد مصر: آليات التدخل وسبل المواجهة»، والتي نظمها المركز القومي للبحوث الاجتماعية والجنائية، بحضور الدكتورة هالة رمضان مديرة المركز القومي للبحوث الاجتماعية والجنائية ، والدكتورة نجوى خليل رئيسة أستاذة الإعلام بالمركز ووزيرة التضامن الاجتماعي الأسبق، والمستشارة ماريان قلدس والمستشارة مروة بركات عضوتي المجلس، والمستشار هانى جورجي رئيس محكمة الاستئناف والمستشار القانوني للجنة التشريعية بالمجلس، والأستاذة نهى مرسى رئيسة الإدارة المركزية لشؤون اللجان والفروع بالمجلس، وبمشاركة نخبة من الخبراء والمتخصصين.
حيث أعربت المستشارة أمل عمار عن سعادتها بالتواجد في رحاب المركز القومي للبحوث الاجتماعية والجنائية، هذا الصرح العلمي الوطني العريق، الذي طالما قدم للدولة المصرية دراسات رصينة أسهمت في فهم التحديات المجتمعية ووضع حلول عملية لها، مؤكدة ان لقاء اليوم لمناقشة دراسة جديدة للمركز تحت عنوان جرائم الثأر في صعيد مصر ، والمعدة من كوكبة من الأساتذة وتحت إشراف الدكتورة هالة رمضان، تمثل مرجعًا علميًا يناقش أحد أهم القضايا التي لا تمثل مجرد نزاعات فردية، وإنما قضايا ذات أبعاد اجتماعية وثقافية ونفسية واقتصادية، لها تأثير كبير على تحقيق الأمن وتعزيز التنمية.
وأضافت رئيسة المجلس أن ما كشفته الدراسة من نتائج مهمة بشأن الدور المحوري للمرأة يؤكد أن تمكينها يمثل أحد المفاتيح الرئيسية لكسر هذه الدائرة. فالمرأة يمكن أن تكون – إذا توافر لها الوعي والدعم – صوت العقل، وصانعة السلام، والحائط الذي يحمي أبناءها ، مؤكدة إن المجلس القومي للمرأة يرى أن الاستثمار في المرأة هو استثمار مباشر في أمن المجتمع واستقراره، وأن الرائدات الريفيات و فريق الواعظات و الراهبات وقيادات الفروع بالمحافظات قادرات على لعب دور حاسم في تصحيح المفاهيم، ونشر ثقافة التسامح، وتعزيز الاحتكام إلى سيادة القانون.
وأشادت رئيسة المجلس بما تحقق للمرأة المصرية خلال السنوات الماضية في عهد الرئيس عبد الفتاح السيسي والذى يشكل نموذجا استثنائيًا، حيث أصبح للمرأة حضور مؤثر في جميع المجالات السياسية والاقتصادية والاجتماعية، وتحولت من كونها طرفا متلقيا للسياسات إلى شريك أساسي في صناعة القرار الوطني، وهو ما عزز قدرتها على المساهمة الفعالة فى الحفاظ على استقرار المجتمع ومنعه من الانجرار خلف آية دوائر صراع أو عنف ، مشددة أن المواجهة الحقيقية تتطلب تكامل أدوار الجميع البحث العلمي، والمؤسسات الدينية، والإعلام، والدراما، والتعليم، جنبا إلى جنب مع إنفاذ القانون.
واختتمت رئيسة المجلس كلمتها باهمية التعاون مع المركز القومي للبحوث الاجتماعية والجنائية والذى يجسد قناعة راسخة بأن العلم هو الأساس لأي سياسة ناجحة، مؤكدة على أن مخرجات الندوة تحظى برعاية واهتمام المجلس القومي للمرأة، وحرصه على تفعيلها على أرض الواقع من خلال البرامج والدورات التدريبية المختلفة التى ينفذها المجلس، وتقدمها الواعظات والراهبات، ومقررات الفروع، والرائدات الريفيات، بما يسهم فى تعزيز الوعى المجتمعى والتصدى للقضايا المطروحة، مشددة على استمرار التعاون والتنسيق المثمر بين المجلس والمركز القومي للبحوث الاجتماعية والجنائية، بما يدعم الجهود الوطنية المبذولة لتحقيق الاستقرار المجتمعى وترسيخ قيم التسامح ونبذ العنف.
وقد ثمنت الدكتورة هالة رمضان التعاون المشترك والمثمر مع المجلس ، مؤكدة أن انعقاد الندوة يأتي في إطار الشراكة مع مؤسسة وطنية عريقة مثل المجلس القومي للمرأة، والذي يبذل جهودًا كبيرة في مجال تمكين المرأة على مختلف المستويات الثقافية والاجتماعية والسياسية، معربةً عن ثقتها في أن هذا التعاون سيفتح آفاقًا واسعة لدعم قضايا المرأة المصرية.
كما أشارت إلى أن قضية الثأر في صعيد مصر ترتبط بمنظومة متشابكة من العادات والأعراف المجتمعية، لافتةً إلى أن المرأة تلعب دورًا محوريًا في الحد من تنامي هذه الظاهرة، حيث تُعد خط الدفاع الأول لمواجهة تلك المشكلة المجتمعية المعقدة، موضحة أن دور المركز يقوم على الدراسة والرصد العلمي لمختلف القضايا المجتمعية من خلال تقديم حقائق ميدانية دقيقة، بما يسهم في الوصول إلى توصيات وحلول عملية تسترشد بها جهات صنع القرار.
فيما أشادت الدكتورة نجوى خليل بالجهود البحثية والدراسة المهمة التي تم عرضها، وأكدت على الأهمية البالغة للجانب التشريعي في مواجهة القضايا المجتمعية، مشيرةً إلى ضرورة تعزيز الأطر القانونية والتشريعية الداعمة للجهود التنفيذية والمجتمعية.
واستعرض الدكتور عمرو غنيم أستاذ علم الاجتماع المساعد والقائم بأعمال ورئيس قسم بحوث المعاملة الجنائية بالمركز نتائج الدراسة، مؤكدًا أن ما تم التوصل إليه هو ثمرة عمل جماعي متكامل، قبل أن يكون جهدًا فرديًا، حيث يمثل نتاج مدرسة علمية عريقة تشكلت خبراتها عبر سنوات من العمل البحثي داخل المركز، وما قدمه من إسهامات غير مباشرة في دعم الخبرة البحثية والتطبيقية، وأكد أن الدراسات التي يقدمها المركز لا تقتصر على الطرح النظري، بل تنطلق من الواقع الميداني، وتعكس آراء وتجارب ومعايشة أصحاب المشكلة أنفسهم، بما يضمن تقديم نتائج واقعية قابلة للتطبيق، وتناول المحاور الرئيسية للدراسة، و الإجراءات المنهجية وأدوات جمع البيانات، حيث شملت عينة الدراسة جمهورًا من محافظات المنيا وأسيوط وسوهاج وقنا، مع تقديم وصف تفصيلي لعينة البحث وتوزيعها وفق الحالة الاجتماعية والمستوى التعليمي والحالة العملية.
كما تطرقت الدكتورة هبة عاطف إلى محاور الدراسة من منظور تكاملي، حيث استعرضت الأبعاد الإعلامية والنفسية والاقتصادية المرتبطة بموضوع الدراسة، موضحةً دور الخطاب الإعلامي في تشكيل الوعي المجتمعي والتأثير على السلوكيات المرتبطة بالقضية محل البحث، إلى جانب تناول الآثار النفسية المترتبة على الأفراد والأسر، وما يرتبط بها من تداعيات اجتماعية، كما تناولت البعد الاقتصادي وتأثيره في تشكيل أنماط السلوك والاختيارات الحياتية.
وخلال المداخلات ، عقب المستشار هاني جورجي، رئيس محكمة الاستئناف والمستشار القانوني للجنة التشريعية بالمجلس القومي للمرأة، على الأبعاد القانونية لجرائم الثأر في الصعيد، مؤكدًا أن من أهم محاور المعالجة تحقيق العدالة الناجزة في جرائم القتل، مع معالجة بطء الإجراءات لضمان إصدار أحكام سريعة وحاسمة دون المساس بمبدأ المحاكمة العادلة، وسرعة الفصل في المنازعات المدنية المتعلقة بالأراضي والممتلكات لتجنب اندلاع النزاعات والمشاجرات، وتفعيل عمل جهات إنفاذ القانون وتزويدها بالمهمات اللازمة.
وأكدت المستشارة مروة بركات، عضوة المجلس القومي للمرأة ورئيسة محكمة الجنايات، على أهمية دور الاعلام والدراما فى هذه القضايا حيث أن بعض المشاهد الدرامية قد تزيد من حدة الظاهرة إذا لم يتم تناولها بشكل مسئول، وأوضحت أن أهم الحلول لمواجهة هذه الظاهرة تبدأ بمناقشة القضية بشكل جاد، وتوفير الوعي القانوني للمجتمع، وهو ما يستلزم تكاتف مؤسسات الدولة، مثل المجلس القومي للمرأةوزارة الشباب والرياضة والمؤسسات الدينية كالأزهر والكنيسة ، كما أكدت على أهمية الحد من البطالة وتوفير فرص العمل للشباب والشابات، وغرس قيم التسامح واحترام القانون.
و عقبت المستشارة ماريان قلّدس، عضوة المجلس القومي للمرأة، مؤكدة على أن الدراسة التي تم عرضها تمثل دراسة حقيقية تستند إلى الواقع الميداني، مشيرةً إلى أن المحور الاقتصادي في جرائم الثأر لا يقتصر على كونه جريمة دموية فحسب، بل له أبعاد اقتصادية تؤثر على استقرار المجتمعات المحلية، وقدمت مجموعة من المقترحات العملية للتخفيف من مسببات هذه الجرائم، من بينها ، إنشاء تعاونيات أراضي نسائية بين العائلات المتنازعة لتقليل الصراعات الاقتصادية، وإنشاء صندوق مصلحة اقتصادية لدعم المشاريع الصغيرة للأسر المعنية.
تطبيق برامج مثل “ثأر آمن” للتوظيف، ومنح “أم السلام” الاقتصادية للنساء لدعم الاستقرار المالي والاجتماعي، وأشارت إلى أهمية الدور المكمل للإعلام.
وأكدت الأستاذة نهى مرسى، رئيسة الإدارة المركزية لشؤون اللجان والفروع، على أهمية البعد النفسي في التعامل مع جرائم الثأر، مشيرةً إلى أنه رغم كونه غير ملموس، إلا أنه يمثل حركة رئيسية في سلوكيات الإنسان وتأثيرًا مباشرًا على الأسر المتضررة، موضحة دور المجلس القومي للمرأة في مواجهة هذه التحديات من خلال بعض المبادرات التى يطلقها ومنها برنامج الإرشاد الأسري والتنشئة المتوازنة.
