في إطار سلسلة اللقاءات الأسبوعية المستمرة التي يعقدها الفريق مهندس/ كامل الوزير نائب رئيس مجلس الوزراء للتنمية الصناعية وزير الصناعة والنقل مع المستثمرين الصناعيين ( داخل مقر هيئة التنمية الصناعية أو داخل المصانع أو جمعيات المستثمريين بكل محافظة) للوقوف على كافة التحديات والعقبات التي تواجههم والعمل على حلها، عقد الفريق مهندس/ كامل الوزير لقاءً موسعاً بمقر الهيئة العامة للتنمية الصناعية مع الدكتورة جاكلين عازر محافظ البحيرة ، بحضور الدكتورة/ ناهد يوسف رئيس الهيئة العامة للتنمية الصناعية وقيادات وزارة الصناعة والهيئة العامة للتنمية الصناعية ورؤساء المناطق الصناعية بالمحافظة وأجهزتها التنفيذية وممثلي الجهات المعنية، لبحث التحديات والمشكلات التي تواجه مستثمري المناطق الصناعية المختلفة بالمحافظة والإجراءات اللازمة لتذليل هذه التحديات.
وفى بداية الاجتماع ، أكد الوزير انه عقب انتهاء سلسلة لقاءاته مع المستثمرين والمحافظين بمختلف المحافظات، سيتم بدء زيارات ميدانية شاملة لمتابعة تنفيذ ما تم مناقشته على أرض الواقع، وذلك في إطار حرص الدولة على ترجمة التوصيات إلى خطوات فعلية، ودعم الاستثمار الصناعي من خلال المتابعة المباشرة وتذليل العقبات لتحقيق تنمية اقتصادية متوازنة في جميع المحافظات.
وتم خلال الاجتماع استعراض الموقف التنفيذي للمناطق والمجمعات الصناعية المعتمدة بمحافظة البحيرة، حيث تضم المحافظة 3 مناطق صناعية بإجمالى مساحة: 1162,47 فدان، تشتمل على المنطقة الصناعية بوادى النطرون والمقامة على مساحة 519.47 فدان، والمنطقة الصناعية بناحية الطرانة – مركز حوش عيسى والمقامة على مساحة 346 فدان ، بالاضافة الى المنطقة الصناعية بالنوبارية – والمقامة على مساحة 297 فدان ، كما تم استعراض الموقف الحالي لتخصيص وتشغيل الأراضي الصناعية بكل منطقة، ذلك إلى جانب مناقشة وضع الترفيق ونسب تنفيذها بهذه المناطق، بالاضافة الى التطرق للموقف التنفيذى لمنطقة الصناعات النسيجية والملابس الجاهزة بكفر الدوار والمقامة على مساحة 618202 متر مربع وبها 138 مصنع يضم 103 مستثمر ومناقشة وضع الترفيق بالتجمع.
وخلال الاجتماع وجه الوزير ممثلى وزارة الصناعة و الهيئة العامة للتنمية الصناعية ومحافظة البحيرة بضرورة التوسع في التخطيط لتوطين صناعات بعينها داخل المناطق الصناعية بالمحافظة، وذلك بناءً على الميزات النسبية والموارد المتاحة في كل منطقة، مع التركيز على الصناعات التي تسهم في تعميق التصنيع المحلي وتوفير فرص العمل، وزيادة القيمة المضافة للموارد المصرية، مشدداً على أهمية الإسراع في استكمال أعمال الترفيق والبنية التحتية ورفع كفاءتها وتيسير كافة الاجراءات ، بما يساهم فى الاسراع لتشغيل المصانع المقامة داخل المنطقة فى اقرب وقت.
ثم التقى نائب رئيس مجلس الوزراء للتنمية الصناعية وزير الصناعة والنقل بحضور الدكتورة جاكلين عازر محافظ البحيرة والدكتورة ناهد يوسف رئيس هيئة التنمية الصناعية مع مستثمري محافظة البحيرة حيث تم استعراض عدد من متطلبات ومشكلات المستثمرين بالمناطق الصناعية، ومن أبرزها مطالبة بعض المستثمرين بمنطقة وادى النطرون بتعديل استخدام الاراضى المملوكة لهم من النشاط الزراعي إلى النشاط الصناعي.
وفي هذا السياق، شدد الوزير على أن الدولة ملتزمة التزامًا تامًا بعدم السماح بإقامة أي مشروعات صناعية على أراضٍ زراعية أو داخل الكتلة السكنية، وذلك تنفيذًا لتوجيهات فخامة رئيس الجمهورية ، التي تحظى بتأييد شعبي واسع، لما لها من دور كبير في حماية الرقعة الزراعية والحفاظ على الأمن الغذائي للأجيال القادمة كما أكد الوزير التزام الدولة بتنفيذ التنمية الصناعية الحقيقية داخل المناطق والمجمعات الصناعية المخططة والمرفقة، والتي توفر البيئة المناسبة للتنمية الصناعية المستدامة، مع استعداد الدولة الكامل لتوفير بدائل مناسبة داخل هذه المناطق للمستثمرين الجادين، ويأتى ذلك ضمن قيام الدولة بطرح عدد 1800قطعة ارض صناعية مرفقة اعتبارا من مطلع الشهر الحالى على منصة مصر الصناعية الرقمية.
ووجّه نائب رئيس مجلس الوزراء وزير الصناعة والنقل الدعوة للمستثمرين إلى تقديم المصلحة العامة والنظر إلى مصلحة الدولة في المقام الأول، مؤكدًا أن الحفاظ على الأراضي الزراعية يعد مسؤولية وطنية مشتركة، وأن الدولة لا تدخر جهدًا في تهيئة مناخ استثماري جاذب.
وخلال اللقاء استعرض مستثمرو البحيرة مشكلة الانقطاع المتكرر وتذبذب التيار الكهربائي بالمنطقة الصناعية بوادي النطرون، والتي تمثل تحديًا رئيسيًا أمام استمرار وتشغيل المصانع بكفاءة، ووجّه الوزير بسرعة التنسيق مع وزارة الكهرباء وشركات توزيع الكهرباء المعنية لإيجاد حلول عاجلة ومستدامة، مع إعداد خطة فنية واضحة لتقوية الشبكة الكهربائية بالمنطقة وتلبية احتياجات المستثمرين الحالية والمستقبلية، بما يضمن استقرار الطاقة اللازمة لتشغيل المصانع وعدم تعطيل الإنتاج.
وفى السياق ذاته، استعرض مستثمرو المرحلة الرابعة بوادى النطرون بالبحيرة مشكلة ضعف الخدمات الأساسية في المنطقة، خاصة ما يتعلق بتوفير المواصلات الداخلية، حيث أكد الوزير أنه سيتم التنسيق مع جهاز النقل البرى الداخلي والدولي بتوفير خطوط نقل جماعي لنقل العاملين من مدن وقرى وادي النطرون للمنطفة الصناعية، ضمن خطة متكاملة لتطوير البنية التحتية، ودعم الاستثمار في وادي النطرون.
وخلال الاجتماع، استجاب الوزير بشكل فوري لمطلب السيد/ عبد الله فاروق، أحد المستثمرين الذين تم تخصيص قطع أراضٍ لهم في منطقة وادي النطرون ضمن الطرح الأخير عبر منصة مصر الصناعية الرقمية ، حيث أوضح المستثمر أنه عند توجهه لاستلام الأرض تفاجأ بتأخر المحافظة في إجراءات التسليم، بدعوى عدم توريد قيمة الأرض من جهة التخصيص، وعلى الفور وجّه الوزير بتسليم الأرض للمستثمر دون تأخير، مشددا على العاملين في كافة المحافظات بضرورة تسليم الأراضي للمستثمرين فور وصول خطاب التخصيص من الهيئة، بالتوازى مع انهاء الإجراءات بين الجهات الحكومية المختلفة دعما للقطاع الصناعي وتعزيزًا لثقة المستثمرين في جدية الدولة في دعمهم.
واستعرض السيد/ خالد الشناوى أحد مستثمرى منطقة حوش عيسي والذى يعمل فى مجال اعادة تدوير الزيوت المستعملة مطلبة المتضمن تسهيل اجراءات الحصول على قرض من مبادرة خطوط الانتاج بما يتيح له اقامة توسعات مصنعة ومضاعفة انتاجه وقد وجه الوزير العاملين بالهيئة العامة للتنمية الصناعية بالتواصل معه والتأكد من جدوى مشروعه القائم فنيا واقتصادياً وجدية توسعاته المستقبلية والتنسيق مع وزارة المالية والجهات المعنية وتسريع وتيرة الاجراءات اللازمة لحصولة على التمويل اللازم من خلال المبادرات التى تتوافق مع حالته.
كما عرض السيد عصام عبد المنعم، أحد المستثمرين في مجال الملابس الجاهزة بكفر الدوار، طلبه المتعلق بالتوسع في أرض الحرير التابعة لكفر الدوار موضحا أنه عند استلامه للارض المخصصه للتوسع، تم مطالبته بالقيام بالنسبة البنائية على اساس انها قطعتين منفصلتين وليس قطعة واحدة للحصول على شهادة الصلاحية واستجابة لذلك، وجه الوزير باعتبار القطعتين الملاصقتين في نفس النشاط الصناعي، وضمهم كقطعة أرض واحدة، مما يسهل الإجراءات الإدارية والتراخيص اللازمة، وذلك فى اطار جهود الوزارة لتيسير الإجراءات على المستثمرين الجادين، وتعزيز استثماراتهم بما يساهم في تحقيق التنمية الصناعية المستدامة.
وفي ضوء تعزيز بيئة الاستثمار الصناعي وضمان استدامتها، أكد نائب رئيس مجلس الوزراء للتنمية الصناعية ووزير الصناعة والنقل، على استمرار الدولة في منع تسقيع الأراضي الصناعية ، مشيرا الى أنه سيتم اتخاذ إجراءات حاسمة ضد الاتجار فى الاراضى المخصصة للنشاط الصناعي، كما وجه الوزير المستثمرين بضرورة توافر الملاءة المالية اللازمة قبل بدء مشروعاتهم، وأهمية إعداد دراسات جدوى فنية واقتصادية شاملة، لضمان جدوى واستدامة المشاريع الصناعية، وتأتي هذه التوجيهات في إطار حرص الدولة على دعم القطاع الصناعي، وتحقيق التنمية المستدامة، من خلال توفير بيئة استثمارية جاذبة وملتزمة بالمعايير القانونية والفنية.
وقد استمع الوزير الى عدد من مطالب وتحديات المستثمرين بمحافظات مختلفة ، منها الاسكندرية والجيزة والمنيا والشرقية ، حيث تم مناقشة قضايا متنوعة تتعلق بالبنية التحتية، الترفيق، التمويل، والإجراءات الإدارية، وقد وجه الوزير بتشكيل فرق عمل مشتركة من الجهات المعنية لدراسة هذه المشكلات والعمل على حلها بشكل فوري مؤكدا على أهمية التواصل المستمر مع المستثمرين وتقديم الدعم اللازم لهم، في إطار حرص الدولة على دعم القطاع الصناعي، وتحقيق التنمية المستدامة، من خلال توفير بيئة استثمارية جاذبة وملتزمة بالمعايير القانونية والفنية.
