شهد المهندس كريم بدوي، وزير البترول والثروة المعدنية، توقيع عقد تمويل مشترك طويل الأجل بقيمة 140 مليون دولار؛ لتنفيذ المرحلة الأولى من مجمع إنتاج السيليكون المعدني ومشتقاته، أحد مشروعات الشركة المصرية القابضة للبتروكيماويات، والمقرر إقامته بالمنطقة الصناعية في العلمين الجديدة.
وقع العقد الدكتور أمجد كامل، رئيس شركة العلمين لمنتجات السيليكون، مع تحالف بنوك: قطر الوطني مصر ( QNB Egypt)، والتجاري الدولي (CIB)، وبنك القاهرة، فيما يقوم البنك الأهلي المصري بدور المستشار المالي للمشروع.
وأكد الوزير عقب التوقيع أن هذا المشروع يمثل استثماراً هاماً لتوطين صناعة ذات قيمة مضافة، بما يحقق عائداً اقتصادياً للدولة ويسهم في خفض الفاتورة الاستيرادية، مضيفاً أن الوزارة تتطلع خلال العام الجديد لتعزيز إجراءات التمويل لمشروعات القيمة المضافة وصناعة البتروكيماويات، بما يدعم سرعة التنفيذ ويعظم مردودها الاقتصادي.
يستهدف المشروع إنشاء مجمع صناعي لإنتاج السيليكون المعدني ومشتقاته، بما يدعم تعظيم القيمة المضافة للثروات التعدينية من خام الكوارتز المصري فائق النقاء بدلاً من تصديرها كخامات أولية، وبما يعزز الصناعات التحويلية في قطاع التعدين ويؤسس لصناعة استراتيجية تدخل في العديد من الصناعات المتقدمة.
حصل المشروع على الرخصة الذهبية من مجلس الوزراء التي تشمل موافقة موحدة على الإنشاء والتشغيل والتراخيص لتسريع معدلات التنفيذ، ويضم أربع مراحل إنتاجية، تبدأ بالمرحلة الأولى التي تستهدف إنتاج 45 ألف طن سنويًا من السيليكون المعدني، باستثمارات 200 مليون دولار، وتوفر 300 فرصة عمل مباشرة، إضافة إلى نحو 3000 فرصة عمل غير مباشرة في سلاسل الإمداد والخدمات اللوجستية والصناعات المغذية.
وتستهدف المراحل التالية إنتاج مشتقات السيليكون، مع إنشاء مصنع “البولي سيليكون” بطاقة 25 ألف طن سنوياً والذي يدخل في صناعات الإلكترونيات والخلايا الشمسية، بالإضافة إلى مرحلة أخرى لإنتاج السيليكونات الوسيطة، وكذلك مرحلة للصناعات المكملة والمنتجات النهائية مثل مطاط السيليكون وزيت السيليكون، بما يجعل مصر مركزاً لصناعات السيليكون بالشرق الأوسط وأفريقيا.
