المحادثات والعلاقات التاريخية المصرية الصومالية، استقبل الرئيس عبد الفتاح السيسي، اليوم، الرئيس الدكتور حسن شيخ محمود، رئيس جمهورية الصومال الفيدرالية الشقيقة.
وصرح المتحدث الرسمي باسم رئاسة الجمهورية بأن مراسم الاستقبال شملت أداء حرس الشرف للتحية الرسمية، وعزف السلام الوطني لكل من جمهورية الصومال الفيدرالية وجمهورية مصر العربية، أعقبها التقاط صورة تذكارية للرئيسين، ثم عقد لقاء ثنائي، تلاه جلسة مباحثات موسعة بمشاركة وفدي البلدين، قبل أن يقيم السيد الرئيس مأدبة غداء تكريماً للرئيس الصومالي والوفد المرافق.
وأشار السفير محمد الشناوي، المتحدث الرسمي، إلى أن السيد الرئيس جدد خلال المحادثات موقف مصر الثابت الداعم لوحدة الصومال وأمنه وسلامة أراضيه، مؤكداً رفض أي إجراءات من شأنها المساس باستقرار وسيادة الدولة الصومالية، ومحذراً من خطوات قد تأتي على حساب أمن وسيادة الدول، باعتبارها انتهاكاً لميثاق الأمم المتحدة. من جانبه، أعرب الرئيس الصومالي عن سعادته بزيارة مصر ولقاء السيد الرئيس، مثمناً العلاقات الأخوية بين البلدين، ومقدراً دعم مصر لوحدة واستقرار الصومال، وجهودها في تعزيز الأمن والاستقرار في الشرق الأوسط والقرن الأفريقي، مؤكداً حرص بلاده على تعزيز التنسيق مع مصر بما يخدم الأمن الإقليمي.
وأضاف المتحدث الرسمي أن المباحثات تناولت كذلك سبل تطوير العلاقات الثنائية بين مصر والصومال، حيث شدد السيد الرئيس على أهمية تفعيل إعلان الشراكة الاستراتيجية الموقع في يناير ٢٠٢٥، كما تم بحث فرص التعاون في مجالات التجارة والتنمية والتعليم وبناء القدرات، فضلاً عن استعداد مصر لتقديم الدعم من خلال برامج الوكالة المصرية للشراكة من أجل التنمية، وهو ما لقي تقديراً من الرئيس الصومالي. كما تطرق الجانبان إلى التعاون في المجالات الأمنية والعسكرية، خاصة في مواجهة الإرهاب، بالاستفادة من الخبرات والإمكانات المصرية.
وأشار المتحدث الرسمي إلى أن اللقاء تناول تطورات الأوضاع الإقليمية، حيث شهدت المباحثات توافقاً على ضرورة تسوية مختلف النزاعات الإقليمية عبر الوسائل السلمية، فضلاً عن أهمية تثبيت السلم والاستقرار الإقليمي، لا سيما في منطقة القرن الأفريقي، من خلال الحفاظ على مؤسسات الدولة الوطنية وصون مقدرات الشعوب، إضافة إلى بحث سبل تعزيز أمن الملاحة البحرية.
وعقب المباحثات، عقد الرئيسان مؤتمراً صحفياً مشتركاً، وفيما يلي نص كلمة السيد الرئيس:

رئيس جمهورية الصومال الفيدرالية الشقيقة،
يسعدنى أن أرحب بكم، ضيفا عزيزا فى بلدكم الثانى “مصر” وأن أعبر عن إشادتى وتقديرى، لتنامى وتيرة الزيارات رفيعة المستوى بين بلدينا بما يعكس عمق وخصوصية العلاقات التاريخية، والروابط الأخوية التى تجمع بلدينا وشعبينا الشقيقين، والتى تجسدت فى الشراكة الإستراتيجية، التى أعلن عنها، خلال زيارتكم للقاهرة فى يناير 2025.
إن هذا الزخم يعكس حرصنا المشترك، على الارتقاء بالعلاقات الثنائية، وتعزيز التنسيق؛ من أجل دعم الأمن والاستقرار فى منطقة القرن الإفريقى، وأيضا عدم المساس بتخوم الأمن القومى المصرى.
وأود بمناسبة زيارة فخامتكم؛ أن أجدد تأكيد موقف مصر الثابت، الداعم لوحدة الصومال الشقيق وسلامة أراضيه ورفضنا القاطع؛ لأى إجراءات تمس هذه الوحدة، بما فى ذلك الاعتراف باستقلال أى جزء من إقليمه الأمر الذى يعد انتهاكا صارخا؛ لميثاق الأمم المتحدة وقواعد القانون الدولى.. وسابقة خطيرة؛ تهدد استقرار القرن الإفريقى بأسره.
السادة الحضور،
تناولت المباحثات اليوم، مع فخامة الرئيس “حسن شيخ محمود”، عددا من ملفات التعاون الثنائى، وسبل تعزيزه فى مختلف المجالات، وفى مقدمتها التعاون الاقتصادى والتبادل التجارى، وتعظيم الاستفادة من سهولة الربط الجوى والبحرى بين بلدينا بما يفتح آفاقا جديدة، تخدم أهدافنا المشتركة.
كما تولى مصر أهمية كبيرة، للتعاون مع الأشقاء فى الصومال فى المجال الطبي، وإننا من هذا المنطلق؛ نعتزم إرسال قافلة طبية مصرية، إلى الصومال فى توقيت قريب، تتضمن تخصصات طبية مختلفة.
كما بحثنا تعزيز التعاون؛ فى مجالات التدريب وبناء القدرات، عبر برامج “الوكالة المصرية للشراكة من أجل التنمية”، إلى جانب التعاون العسكرى والأمنى، حيث تؤكد مصر فى هذا الصدد؛ استعدادها لمشاركة خبراتها فى مكافحة الإرهاب، مع الصومال الشقيق إيمانا بأن مواجهة هذه الآفة، تتطلب مؤسسات وطنية قوية، وكوادر مدربة.. ومقاربة شاملة؛ تسهم فى إيجاد البيئة المواتية، لتحقيق تطلعات الشعب الصومالى، نحو التنمية والازدهار.

تناولت محادثاتنا كذلك؛ مشاركة مصر المرتقبة، فى بعثة الاتحاد الإفريقى للدعم والاستقرار فى الصومال حيث أكدت لفخامة الرئيس، أن مصر
ماضية فى استكمال نشر قواتها ضمن البعثة، فى إطار التزامها تجاه القارة الإفريقية، وفى ظل حرصها على تحقيق الأمن والاستقرار، فى كافة ربوع الصومال الشقيق.
كما ناقشنا التطورات الإقليمية الراهنة، واتفقنا على تكثيف التنسيق المشترك، لمواجهة التحديات التى تعترض منطقة القرن الإفريقى، تعزيزا للأمن والاستقرار والازدهار.
وشددنا على أن مسئولية تأمين البحر الأحمر وخليج عدن، تقع حصريا على عاتق الدول المشاطئة لهما وتناولنا الدور الخاص؛ المنوط ببلدينا فى هذا السياق، على ضوء موقعهما الفريد، على المدخلين الجنوبى والشمالى للبحر الأحمر.
