أكد الدكتور أحمد طه، رئيس الهيئة العامة للاعتماد والرقابة الصحية، أن المبادرة الرئاسية لتنمية الأسرة المصرية وتحسين الخصائص السكانية تمثل رؤية شاملة للدولة لحماية صحة الأجيال المقبلة، مشيرًا إلى أن “جهار” تعد شريكًا رئيسيًا في هذه المبادرة عبر وضع واعتماد معايير جودة تضمن تحقيق أهدافها داخل المنشآت الصحية بكافة قطاعاتها، بما يعزز جهود الدولة في الارتقاء بصحة المواطن وتحسين جودة الحياة.
وأضاف أن تحسين الخصائص السكانية لا يقتصر على ضبط معدلات النمو السكاني فقط، بل يقوم على تقديم رعاية صحية آمنة ومتكاملة للأم والطفل في جميع المراحل، بدءًا من ما قبل الحمل، مرورًا بالحمل والولادة، وصولًا إلى الرعاية بعد الولادة، وهو ما يسهم في تحقيق مستهدفات التنمية المستدامة.
جاء ذلك خلال الاجتماع الدوري للجنة مراجعة معايير المنشآت الصحية صديقة الأم والطفل، الذي عقد برئاسة الدكتور أحمد طه، وبحضور الدكتورة عبلة الألفي، نائب وزير الصحة لشئون السكان، وبمشاركة خبراء من منظمة الصحة العالمية واليونيسيف، بمقر الهيئة بالعاصمة الإدارية الجديدة، حيث ناقش المشاركون الصياغة الأولية لمعايير الاعتماد الخاصة برعاية الأم والطفل داخل المنشآت الصحية الحاصلة على اعتماد “جهار”، سواء كانت مستشفيات أو وحدات صحية، تمهيدًا لإصدارها في صورتها النهائية خلال الفترة المقبلة.
وأشار رئيس هيئة الاعتماد والرقابة الصحية، إلى الدور المحوري لـ “جهار” باعتبارها ذراع الجودة في المنظومة الصحية، فهي لا تقتصر على إصدار المعايير، بل تتابع التزام المنشآت بتطبيقها وضمان استدامتها، وهو شرط أساسي للانضمام إلى منظومة التأمين الصحي الشامل، بما يضمن حصول المواطن على خدمات صحية آمنة وفعالة وفق أعلى المستويات العالمية.
وأكد الدكتور أحمد طه، أن الهيئة ملتزمة بدعم المنشآت الصحية في التطبيق السليم للمعايير عبر برامج تدريبية متخصصة ودعم فني مستمر، بما يرفع كفاءة الكوادر الطبية والإدارية ويعزز قدرتها على الالتزام بالمعايير، إلى جانب آليات تقييم داخلية تضمن التنفيذ الفعال والمستدام.
ولفت رئيس هيئة الاعتماد والرقابة الصحية، إلى أن خفض معدلات الولادة القيصرية غير المبررة يعد من أبرز التحديات الوطنية، مؤكدًا أن مواجهته تتطلب خطة عمل متكاملة بالتعاون مع كافة الجهات المعنية، تستهدف تعزيز الولادة الطبيعية ونشر الوعي المجتمعي بالممارسات الصحية السليمة، عبر الالتزام بتطبيق معايير موحدة تتوافق مع أفضل الممارسات العالمية.
كما شدد على أن المعايير الجديدة تولي اهتماما خاصا بتعزيز الرضاعة الطبيعية، لما لها من أثر كبير في حماية صحة الطفل والأم معا، تماشيا مع توصيات منظمة الصحة العالمية واليونيسيف، وبما يضمن لكل طفل بداية حياة صحية سليمة وآمنة، من خلال بيئة داعمة في المستشفيات ووحدات الرعاية الأولية، وتوفير المعلومات والإرشادات اللازمة للأمهات منذ فترة الحمل وما بعدها.
ووجه رئيس هيئة الاعتماد والرقابة الصحية، الشكر والتقدير لأعضاء لجنة “معايير المنشآت الصديقة للأم والطفل” من مختلف الجهات الحكومية والمنظمات الدولية، مؤكدا أن هذا التعاون البناء يجسد تكامل الأدوار بين مؤسسات الدولة وشركائها الدوليين بما يضمن إعداد معايير متوافقة مع أفضل الممارسات العالمية وقادرة على تلبية احتياجات المنظومة الصحية المصرية.
من جانبها، أعربت الدكتورة عبلة الألفي، نائب وزير الصحة لشئون السكان، عن فخرها بما تحقق في ملف صحة الأم والطفل في مصر خلال السنوات الأخيرة، مؤكدة أن ما نشهده اليوم يعكس بوضوح اهتمام القيادة السياسية بتمكين الأم من الحصول على رعاية صحية شاملة وآمنة، باعتبارها الركيزة الأساسية لبناء الأسرة والمجتمع.
وأضافت أن هيئة الاعتماد والرقابة الصحية (جهار) تمثل المظلة الوطنية التي تجمع مختلف القطاعات الصحية من حكومية وجامعية وخاصة، بما يعزز التكامل والتنسيق لتحقيق أفضل النتائج الممكنة، ويضمن الوصول إلى الهدف الاستراتيجي للدولة في توفير رعاية صحية آمنة وعادلة وعالية الجودة لكل أم وطفل في مصر.
يُذكر أن المبادرة الرئاسية لتنمية الأسرة المصرية وتحسين الخصائص السكانية تعتمد على عدة محاور أساسية، تشمل: تطبيق آليات المستشفى صديق الأم والطفل، تقديم المشورة الأسرية المتكاملة والفردية لتحسين الخصائص السكانية ومخرجات الألف يوم الذهبية، دعم الولادة الطبيعية وتقليل معدلات القيصرية غير المبررة طبيًا، تحسين مخرجات حديثي الولادة وتفعيل نموذج الحضانة صديقة الأم والطفل، التأكيد على حق الطفل في الحصول على الرعاية المثلى منذ مشورة ما قبل الزواج وحتى عامه الثاني، التوصية بمباعدة فترات الحمل من 3 إلى 5 سنوات، لتفادي مشكلات صحية خطيرة مثل التوحد والتقزم والسكري.
وقد شارك في الاجتماع أعضاء لجنة مراجعة معايير المنشآت الصديقة للأم والطفل، ومنهم: د. سحر سعد زغلول – استشاري متفرغ بالمعهد القومي للتغذية، د. نانيس عبد المحسن أحمد – مدير عام الإدارة العامة لرعاية الأطفال ذوي الاحتياجات الخاصة بوزارة الصحة والسكان، د. نجلاء عرفة – مدير مساعد برنامج الصحة باليونيسيف، د. غادة سيد عبد المقصود – استشاري أطفال ورضاعة طبيعية ومنسق الشبكة الدولية لتغذية الرضع (IBFAN)، د. شيرين سعد – المشرف على تطوير الخدمات التمريضية بالهيئة العامة للرعاية الصحية، د. مي كامل مطر – استشاري أطفال وتغذية، واستشاري دولي للرضاعة الطبيعية، د. علياء طلعت حافظ – مدير وحدة التغذية ببرنامج الأغذية العالمي (الأمم المتحدة)، د. محمد عيسى – مسئول صحة عامة ببرنامج تعزيز صحة السكان، منظمة الصحة العالمية.
ومن جانب هيئة الاعتماد والرقابة الصحية حضر كل من: د.ميهي التحيوي، د.وائل الدرندلي، د.ايمان الشحات، أعضاء مجلس إدارة الهيئة، د.ولاء أبوالعلا، مدير إدارة أبحاث وتطوير المعايير، د.رانيا مدحت، مدير المكتب الفني، د.رحاب الفخراني، مدير إدارة التعاون الدولي.
